The sidewalks have these bumpy yellow lines going down the middle of them, and then the bumps change from long bumps into round bumps at intersections. So I took a picture of this sign, and (I believe) it says something to the effect of "This is for blind people. Please do not set things here."
And for the furigana inclined it says
